OTI: Terminations and "Scores"

Here's what we've heard about scoring and termination of OTI programs. PLEASE comment or message if you know more....

One of the strategies that Pete Marocco and his Minions have been using to destroy USAID and evade court orders is “scoring” programs slated for evaluation. The maximum composite score was 180 points, and most programs scored close to that maximum… but of course that meant nothing… all of seven of the OTI prime contracts have been cancelled and most of the individual programs will be terminated. OTI says it will fight terminations for most of these, except as noted. From an email to USAID partners, here are scores from some OTI programs:
